Robert Joseph was a member of the study group which produced the National Institute for Public Policy (NIPP) January 2001 report "Rationale and Requirements for U.S. Nuclear Forces and Arms Control" which has served as a model for the Bush administration's "Nuclear Posture Review". Others from this study group who began part of the Bush administration were Stephen Hadley also on the National Security Council and Stephen Cambone, Special Assistant to the Secretary of Defense."
